They’ve seen the light.
A pilot program seeks to help building owners save green – all around.
“The Bronx Clean Energy and Housing Initiative” would help owners establish and finance building energy retrofits, such as solar panels and insulated windows, in order to cut costs, help preserve housing affordability, and make a positive impact on energy conservation.
The program would assist owners in paying for the costs of the improvements and they, in turn, agree to use the imminent energy savings to keep rents affordable for tenants.
An information session was held at the Bronx County Building on Wed., June. 3rd.
The initiative was launched in partnership with Village Power, which will provide online service and support to help finance, install and operate solar and renewable energy solutions.
Administered by the Department of Housing Preservation and Development (HPD), the program is voluntary for Bronx building owners. Owners consent to use the expected savings from the energy upgrade to keep rents affordable, and to pay back the investment by leasing equipment.
“It is an equipment-lease situation. With the savings, you will pay back for the equipment,” explained James Rausse, Director of Capital Programs at the Office of the Bronx Borough President.
The program will start with three to five apartment buildings with 50 or more units and would later expand to include smaller buildings. The green upgrade in each building would be comprehensive in order to optimize their cost efficiency and maximize savings.
“The whole goal is to keep rents affordable,” said Rausse. “[All that is needed] is a handful of buildings to show this program works.”
While new affordable housing buildings in the borough tend by design to be environmentally sustainable, the older ones lack environmentally friendly, green features. Advocates say improving upon the existing housing stock preserves affordable housing units and to improve tenants’ living conditions.
“We are leading the city in green buildings,” said Díaz.
He also anticipated an increase in employment and training opportunities for local residents interested in pursuing green building and technology.
“Think of the amount of job creation that we can generate with this,” he enthused.
“It is a great vision,” added David Kane, Vice President of Project Development of Village Power. He estimated that individual projects could run between $100,000 to $1 million dollars. “We have been working to put the program together.”
The work is not limited to building owners.
Village Power offers community organizations, such as churches, schools, homeowner associations and non-profits, the opportunity to develop, finance and manage their own clean energy projects.
Kane says that the digital platform could prove a powerful tool to help manage projects in their entirety.
“There is a real value in creating a single location online,” he said.
The initiative, said the proponents, would serve as a model to be extended and expanded.
“We are ultimately improving health and comfort,” said Kane.

El programa comenzará con tres a cinco edificios de apartamentos con 50 o más unidades y más tarde se ampliará para incluir edificios más pequeños. La actualización verde en cada edificio sería integral con el fin de optimizar su rentabilidad y maximizar el ahorro.
“El objetivo es mantener las rentas asequibles”, dijo Rausse. “[Todo lo que se necesita] es un puñado de edificios para demostrar que el programa funciona”.
Mientras que los nuevos edificios de viviendas asequibles en el condado tienden por diseño a ser ambientalmente sustentables, los más antiguos carecen de características verdes respetuosas del medio ambiente.
