Remarks by Speaker Carl E. Heastie

Good afternoon.
I am honored to have earned your support to be elected as the new Speaker of the New York State Assembly.
I am known as a man of few words, so I will keep my remarks brief.
This will probably be the longest speech I have ever given.
We gather here today during a turbulent time for this institution.
The resignation of the previous speaker has brought about change in the leadership of this house.
And this change in leadership will bring about much needed reform.
Let me state here today that the overwhelming majority of members of this legislature are men and women of integrity and honor who came here to serve their districts with the sole purpose of improving the lives of their constituents.
Having said that, there’s no question the actions of a few have given cause for cynicism to the people we serve.
Through reform and action we will change this cynicism into trust, once again.
I want to thank every member, who, during the past two weeks, has given me the opportunity to talk with them and forge a blueprint for the future of the State Assembly.
I am particularly grateful to those outstanding members of this body who actively participated in discussions about the leadership of the Assembly.
I want to recognize: Assemblymembers Keith Wright, Joe Lentol, Cathy Nolan, and my good friend, Joe Morelle.
I have spent all of my legislative career doing what I am most comfortable doing – listening before I build consensus and take action.
I have listened to my colleagues and to leaders across the state, who understand that our state deserves a government as good as its people.
What I hear from them is a call to continue making the Assembly the place where we fight for working families.
What I hear from them is a commitment to an agenda of expanding the middle class, creating good-paying jobs, ensuring access to healthcare and housing, and preserving the rights of every New Yorker, no matter their appearance or origin.
And most of all, what I hear is that we must settle for nothing less than real, clear reform to make this chamber a place of pride once again.
On these points, you have my unwavering commitment.
The need for reform in Albany did not begin in the last few weeks.
For years now, there has been a call for bringing sunlight to our capital.
And the time is here for us to act.
We need to democratize our legislative process. We need to take advantage of the talent and skills of every single one of our members, from the most senior member to the those recently elected.
We have to reform the way we regulate legislators’ outside income.
We must raise their wages so we can fairly compensate our members as we attract the best and brightest minds in our state.
And, we have to address the issue of per diem pay.
We have to make sure tax payer money is spent carefully and transparently. There must be accountability.
Never again can there be a question about the integrity of our members, or this institution.
Through a beefed up Steering Committee and a newly established Policy Review and Analysis Work Group, every member will be fully informed and will have a real say on legislation that will come before the assembly.
Just as important: we will double down on our efforts to create a work place that is safe from harassment.
Whether you are a powerful member, a part-time staffer, or a volunteer, there will be a zero tolerance policy for those who engage in sexual harassment.
Complaints will be dealt with swiftly, fairly and with transparency.
As we find ourselves at a critical juncture, we must maintain our resolve to move our state forward, even as we reform this institution.
We have to move quickly to complete the job the people of New York State sent us here to do.
We must now move to enact an on time budget that is fair to everyone.
We have a minimum wage to raise; a women’s equality agenda to pass; a Dream Act to enact; and a criminal justice system to reform.
We have an environment to protect, good-paying jobs to create, and children to educate.
Because the challenges are great and your spirit is willing, I am particularly grateful for the trust that you have placed in me to lead this institution.
For a Bronx boy who majored in applied mathematics and statistics, this is one probability that I could have never forecast.
I mention the Bronx because of the pride I have in my district and my borough and because I know that I would not stand here today without the very special community that raised me and inspired me to serve.
It is a community of family and friends who showed me that anything is possible when you work hard, chase after your dream, and refuse to give in to long odds.
Friends, as we have seen, even the longest lasting powers move on.
Even the most seemingly immobile structures give way.
We do not own this house.
We are simply tenants here.
And as the present occupants of this chamber, we have a sacred duty to honor its history, improve its standing among our citizenry and above else create a legacy of results that will attest that we left this chamber – and our state – better than when we inherited it.
This is my vision.
This is our calling.
And this will be an Assembly that’s stronger than ever and a New York State that’s prosperous for all.
Lastly, as I thank my family, my sisters, and my beautiful daughter Taylor, I cannot help but nod to my parents, who are no longer with us.
They instilled in me a set of values that have allowed me to stand before you today.
And, on personal note, I cannot help but note that today’s second resolution before this house is a resolution honoring the life and legacy of Dr. Martin Luther King Jr.
His sacrifices, his courage, and his belief in equal rights are the foundation on which I stand today.
Thank you Dr. King for making this day possible.

Buenas tardes.
Me siento honrado de haber ganado su apoyo para ser elegido como el nuevo presidente de la Asamblea del estado de Nueva York.
Soy conocido como un hombre de pocas palabras, así que voy a mantener mis observaciones breves.
Este será probablemente el discurso más largo que haya dado.
Nos reunimos hoy durante una época turbulenta para esta institución.
La dimisión del presidente anterior ha provocado cambios en el liderazgo de esta Asamblea.
Y este cambio en el liderazgo traerá la reforma tan necesaria.
Permítanme decir hoy y aquí, que la abrumadora mayoría de los miembros de esta legislatura son hombres y mujeres de integridad y honorabilidad que llegaron para servir a sus distritos con el único propósito de mejorar la vida de sus electores.
Dicho esto, no hay duda de que las acciones de unos pocos han provocado que la gente a la que servimos los perciba como cinismo.
A través de la reforma y la acción, transformaremos una vez más este cinismo en confianza.
Quiero agradecer a todos los miembros, quienes durante las últimas dos semanas me dieron la oportunidad de hablar con ellos y dar forma a un plan para el futuro de la Asamblea Estatal.
Estoy especialmente agradecido con los miembros destacados de este cuerpo que participaron activamente en las discusiones sobre el liderazgo de la Asamblea.
Quiero reconocer: A los miembros de la Asamblea Keith Wright, Joe Lentol, Cathy Nolan, y a mi buen amigo, Joe Morelle.
He pasado toda mi carrera legislativa haciendo aquello con lo que me siento más cómodo- escuchando antes de construir consensos y de actuar.
He escuchado a mis colegas y a los líderes de todo el estado, quienes entienden que nuestro estado merece un gobierno tan bueno como su gente.
Lo que escucho de ellos es un llamado a continuar haciendo de la Asamblea el lugar donde luchamos por las familias trabajadoras.
Lo que escucho de ellos es un compromiso con una agenda para expandir la clase media, crear puestos de trabajo bien remunerados, garantizar el acceso a la atención médica y la vivienda, y preservar los derechos de todos los neoyorquinos, sin importar su apariencia u origen.
Y, sobre todo, lo que escucho es que no debemos conformarnos con nada menos que ¡Una reforma clara y real para hacer de esta cámara un lugar de orgullo una vez más!
Sobre estos puntos, tienen mi compromiso inquebrantable.
La necesidad de una reforma en Albany no comenzó en las últimas semanas.
Desde hace años ha habido un llamado para traer la luz del sol a nuestra capital.
Y el momento para que actuemos ha llegado.
Tenemos que democratizar nuestro proceso legislativo tenemos que aprovechar el talento y las habilidades de todos nuestros miembros, desde el más antiguo hasta los recientemente electos.
Tenemos que reformar la forma en que regulamos los ingresos externos de los legisladores
Debemos elevar sus salarios para que podamos compensarlos justamente cuando atraemos a las mejores y más brillantes mentes en nuestro estado.
Y tenemos que abordar la cuestión del pago diario.
Tenemos que asegurarnos de que el dinero de los contribuyentes sea gastado con cuidado y de forma transparente. Tiene que haber rendición de cuentas.
Nunca más puede haber ninguna duda sobre la integridad de nuestros miembros ni de esta institución.
A través de un comité de dirección reforzado, de una recientemente establecida revisión de políticas y de un grupo de trabajo de análisis, todos los miembros serán plenamente informados y tendrán voz y voto real en la legislación que vendrá antes de la asamblea.
Igualmente importante:
Vamos a redoblar nuestros esfuerzos para crear un lugar de trabajo libre de acoso.
Habrá una política de cero tolerancia para quienes incurran en acoso sexual, sin importar si se trata de un miembro poderoso, un miembro del personal a tiempo parcial o un voluntario.
Las quejas serán tratadas con rapidez y de manera justa y transparente.
Dado que nos encontramos en una coyuntura crítica, debemos mantener nuestra determinación para que nuestro estado siga avanzando, incluso mientras reformamos esta institución.
Tenemos que actuar con rapidez para completar el trabajo que la gente del estado de Nueva York que nos envió aquí espera que hagamos.
Ahora debemos impulsar la aprobación de un presupuesto en tiempo que sea justo para todos.
Tenemos un salario mínimo que aumentar; una agenda de igualdad de las mujeres que aprobar; un Dream Act que promulgar; y una sistema de justicia penal que reformar.
Tenemos un medio ambiente que proteger, puestos de trabajo bien remunerados que crear, y niños que educar.
Debido a que los desafíos son grandes y sus espíritus están dispuestos, estoy particularmente agradecido por la confianza que han depositado en mí para dirigir esta institución.
Para un chico del Bronx que se especializó en matemáticas y estadística aplicada, esta es una probabilidad que nunca pude haber pronosticado.
Menciono el Bronx por el orgullo que tengo por mi distrito y mi condado, y porque sé que no estaría aquí hoy sin la comunidad tan especial que me crió y me inspiró para servir.
Es una comunidad de amigos y familia que me mostró que todo es posible cuando trabajas duro, persigues tus sueños y te niegas a ceder antes las pocas probabilidades.
Amigos, como hemos visto, incluso los poderes más duraderos siguen adelante.
Incluso las aparentemente más inmóviles estructuras ceden.
No somos dueños de esta casa.
Somos simplemente inquilinos.
Y como los actuales ocupantes de esta Asamblea, tenemos el sagrado deber de honrar su historia, de mejorar su posición entre nuestros ciudadanos y sobre todo de crear un legado de resultados que haga constar que dejamos esta cámara -y nuestro estado- mejor que cuando lo heredamos.
Esta es mi visión.
Esa es nuestra vocación.
Y esta Asamblea será más fuerte que nunca y éste será un estado de Nueva York próspero para todos.
Por último, mientras agradezco a mi familia, a mis hermanas, y a mi hermosa hija Taylor, no puedo dejar de saludar a mis padres, quienes ya no están con nosotros. Ellos me inculcaron una serie de valores que me permiten estar ante ustedes hoy.
Y, en lo personal, no puedo dejar de notar que la segunda resolución de hoy ante esta Asamblea es una resolución que honra la vida y el legado del Dr. Martin Luther King Jr.
Sus sacrificios, su coraje y su creencia en la igualdad de derechos son los fundamentos que defiendo hoy.
Gracias Dr. King para hacer posible este día.
