The Chancellor liked what she saw. On a recent visit to a Bronx charter school, Schools Chancellor Carmen Fariña got up and close with kindergarteners who were calling the shots. At the Bronx Charter School for Better Learning (BBL) on Baychester Avenue, the educational approach known as the Subordination of Teaching to Learning is employed. It allows precise techniques and materials to enable students to master new skills with minimal interference from the teacher. Fariña credited BBL with attempting innovative practices. “In [this] kindergarten class, they got to pick what they wanted to research,” said Fariña. “The chance of them remembering that over time, over something they were told to read, is very high.” During the Feb. 22nd visit, the Chancellor explained that she had wanted to get a closer look at the operations of the school, a State University of New York (SUNY)-run charter, which was designated as a “reward school” by the state for high achievement and most improved test scores last school year. Joining the walk-through was City Councilmember Andy King and the Executive Director for the SUNY Charter School Institute Susan Miller-Barker. Some classrooms featured a “countdown clock” that indicated the amount of time left to focus on a particular lessons. Founded in 2003, BBL was created by teachers and administrators who had worked in schools serving low-income communities. Jacobs said that almost all of the students at BBL are Hispanic or African American, and more than 80 percent of our students are from low-income families. “We think as a school, we’ve been making our mark on the community, in terms of helping to make the students of District 11 even better,” said Jacobs. “It’s really an honor to have the Schools Chancellor here, because it shows that we’re getting noticed and people want to see how we’re doing it.” Afterwards, Fariña said that she was impressed with the class sizes and the number of adults in each room. “And all of the adults knowing at what level the students were at,” she added. King said he too was impressed by the atmosphere at BBL. The Bronx Charter School for Better Learning is located at 3740 Baychester Avenue, Bronx, NY.

Fariña chatted with BBL faculty and administrators and toured several classrooms with principal Shubert Jacobs.
In Pre-K and second-grade classrooms, children were reading stories and then asked to draw pictures of what they saw.
Fariña’s visit to BBL came a week after she had announced plans to close three Department of Education-run charter schools due to poor performance.
“We want to make sure that all our schools produce the best education for our kids,” Fariña said. “With public schools, if I want to change the principal or change the teachers, I can. I have no control over the charters, so that was the recourse left to me.”
“The environment here is conducive for learning,” he remarked. “When you walk in the building, people feel good about being in here and children aren’t focused on anything else but learning.”
