The entire staff of a Bronx New York City Housing Authority (NYCHA) development has been reassigned following allegations of after-hours parties involving alcohol and sex.
Management at NYCHA has learned that the supervisor of caretakers at Throggs Neck Houses regularly hosted parties inside a groundskeepers’ shop at the 29-building complex.
The parties included drinking and sex involving supervisors and some of their subordinates and took place on Friday evenings after normal work hours, the Daily News reported.
In some cases, the staff even put in for overtime pay.
“It was all on overtime,” charged Throggs Neck Tenant Association President Monique Johnson. “During those hours, a lot of the drinking and sex was going on.”
Johnson claimed there is video and audio evidence of the staff’s activities.
On August 24, NYCHA General Manager Vito Mustaciuolo ordered the entire Throggs Neck staff off the premises and reassigned to other locations while a full investigation is conducted.
“We’ve had long-standing concerns about management and performance issues at Throggs Neck. Those concerns, coupled with troubling allegations of misconduct, are why the staff was reassigned,” said NYCHA spokeswoman Robin Levine. “We can’t comment further on an on-going investigation.”
On August 29, the New York Daily News reported that NYCHA had suspended two employees tied to the parties.
Grounds supervisor Brianne Pawson and caretaker Tayron Hazel have been sent home without pay for 30 days as NYCHA continues to investigate.
State Senator Jeff Klein, whose district includes Throggs Neck Houses, called for a thorough review and said the employees at fault should be fired instead of reassigned.
“Should these claims be true, we must ensure that the culpable employees are not just suspended and eventually transferred to other NYCHA developments, but instead permanently removed from NYCHA,” said Klein.
The city’s Department of Investigations (DOI) also announced Commissioner Mark Peters is opening a formal investigation into “possible employee misconduct” at the development and confirms that two earlier complaints had been received this summer about “improper behavior by staff.”
In the statement, Peter adds, “This investigation will build on the internal investigation conducted by NYCHA.”

Todo el personal de un desarrollo de la Autoridad de Vivienda de la Ciudad de Nueva York (NYCHA, por sus siglas en inglés) del Bronx ha sido reasignado luego de denuncias de fiestas nocturnas que involucraban alcohol y sexo.
La gerencia de NYCHA se enteró de que el supervisor de los cuidadores de las Casas Throggs Neck organizaba regularmente fiestas dentro del taller del encargado en el complejo de 29 edificios.
Las fiestas incluían beber y tener relaciones sexuales con supervisores y algunos de sus subordinados y tuvieron lugar los viernes por la noche después de las horas normales de trabajo, informó el Daily News.
En algunos casos, el personal incluso solicitó el pago de horas extras.
“Todo fue en tiempo extra”, acusó Monique Johnson, presidenta de la Asociación de Inquilinos de Throggs Neck. “Durante esas horas, ocurrían mucha de la bebida y el sexo”.
Johnson afirmó que hay evidencia de video y audio de las actividades del personal.
El 24 de agosto, el gerente general de NYCHA, Vito Mustaciuolo, ordenó que todo el personal de Throggs Neck saliera de las instalaciones y fuese reasignado a otras ubicaciones mientras se realiza una investigación completa.

En la declaración, Peter agrega, “Esta investigación se basará en la investigación interna realizada por NYCHA”.
