State opens $350 million mental health campus

A massive new facility in the Bronx, built by the New York State Office of Mental Health (OMH) and the Dormitory Authority of the State of New York (DASNY), is designed to provide improved inpatient, outpatient and residential mental health services for New Yorkers.

The Bronx Behavioral Health Campus, located on Waters Place in Morris Park, is a 436,000-square-foot facility that will add modern amenities for the previously existing Bronx Psychiatric Center and New York City Children’s Center-Bronx Campus, while adding a 188-bed residential village.

The $350 million project was managed by DASNY and completed in December.
A ribbon-cutting was held on Tues., Jan. 19.

The facility is designed to be a welcoming space for patients, with natural light from hundreds of windows and enhanced landscaping, said Office of Mental Health Commissioner Dr. Anne Marie T. Sullivan.

“When we’re talking about mental health facilities we ask, ‘What does it look like when you walk through the door,” Sullivan said. “This is an environment that speaks to hope, that speaks to recovery.”

More than 5,000 workers were employed to construct the campus, 18 percent of them from Bronx.

“We ensured that construction in the Bronx meant jobs in the Bronx,” said DASNY President and Chief Executive Officer Gerrard P. Bushell.

More than 30 percent of all construction contracts were provided to Minority and Women-Owned Business Enterprises (MWBEs), Bushell said.

The new campus replaces the current Bronx Psychiatric Center, opened in 1963, and the Bronx Campus of the New York City Children’s Center, which began in 1969 as Bronx Children’s Hospital.

New inpatient buildings have indoor and outdoor recreation areas, enhanced monitoring systems and educational rooms. All treatment areas were specifically designed to put patients at ease, said Anita Daniels, Acting Executive Director of the Bronx Psychiatric Center.

“The new, architecturally welcoming space will help out patients feel connected to the outside world and feel hopeful for the future,” said Daniels. “The open design of the treatment units will enable our employees to have to provide better supervision of patients and have the space they need to provide safe one-on-one care.”

The campus is built to be energy-efficient, and expected to reduce energy consumption by 21 percent.

Administrative offices, a centralized kitchen and maintenance shops, previously scattered throughout the campus, have been centralized into one building for increased efficiency.

Dr. Joseph Battaglia, Clinical Director of the Bronx Psychiatric Center, described the campus as symbolic of the future of healthcare, where architectural design has a curative effect on the patients within.

“These are not just buildings, they are symbols of recovery of healing,” Battaglia stated.

The campus includes a residential village to provide transitional and crisis housing for New Yorkers with mental illness.

Battaglia referenced the construction challenges involved in building the new campus among the older buildings.

“We rebuilt an entirely new campus on top of an old campus, in very tight quarters,” he said.

Marcia Alkins of New York City Children’s Center-Bronx Campus said that children from the center named each treatment unit in the new kids’ building — “Hope,” “Unity”, “Dream” and “Life.”

“These words,” she added, “will guide us as we help these children find the success they deserve as they look towards happier and healthier futures.”

Estado abre campus de salud mental de $350 millones

Una nueva instalación masiva en el Bronx, construida por la Oficina de Salud Mental del estado de Nueva York (OMH por sus siglas en inglés) y la Autoridad de Dormitorios del estado de Nueva York (DASNY por sus siglas en inglés), está diseñada para proporcionar mejores servicios de salud mental, hospitalarios, ambulatorios y residenciales para los neoyorquinos.

El Campus de Salud del Comportamiento del Bronx, ubicado en Waters Place en Morris Park, es una instalación de 436,000 pies cuadrados, que aportará servicios modernos para el ya existente Centro Psiquiátrico del Bronx y el Campus del Centro Infantil de la ciudad de Nueva York en el Bronx, mientras que añade una villa residencial de 188 camas.

El proyecto de $350 millones fue administrado por DASNY y se terminó en diciembre.

Un corte de cinta se llevó a cabo el martes 19 de enero.

La instalación está diseñada para ser un espacio acogedor para los pacientes, con luz natural de cientos de ventanas y paisajismo mejorado, dijo la oficina de la comisionada de Salud Mental, la Dra. Anne Marie T. Sullivan.

“Cuando hablamos de centros de salud mental nos preguntamos: ¿Qué se percibe al entrar por la puerta?”, dijo Sullivan. “Este es un entorno que habla de esperanza y recuperación”.

Se emplearon más de 5,000 trabajadores para construir el campus, el 18 por ciento de ellos del Bronx.

“Nos aseguramos de que la construcción en el Bronx significara empleos en el Bronx”, dijo el presidente y director ejecutivo de DASNY, Gerrard P. Bushell.

Los nuevos edificios de hospitalización tienen áreas recreativas tanto en el interior como el exterior, sistemas de monitoreo mejorados y salas educativas. Todas las áreas de tratamiento fueron diseñadas específicamente para tener a los pacientes a gusto, dijo Anita Daniels, directora ejecutiva interina del Centro Psiquiátrico del Bronx.

“El nuevo espacio, arquitectónicamente acogedor, ayudará a los pacientes a sentirse conectados con el mundo exterior y a tener una sensación de esperanza para el futuro”, dijo Daniels. “El diseño abierto de las unidades de tratamiento permitirá a nuestros empleados proporcionar una mejor supervisión de los pacientes y tener el espacio que necesitan para brindar un cuidado seguro de uno-a-uno”.

El campus está construido para ser energéticamente eficiente y se espera que reduzca el consumo de energía en un 21 por ciento.

Oficinas administrativas, una cocina y talleres de mantenimiento previamente diseminados en todo el campus, se han centralizado en un edificio para una mayor eficiencia.

El Dr. Joseph Battaglia, director clínico del Centro Psiquiátrico del Bronx, describió el campus como un símbolo del futuro del cuidado de la salud, donde el diseño arquitectónico tiene un efecto curativo en los pacientes.

“Estos no son sólo edificios, son símbolos de recuperación y curación”, dijo Battaglia.

El campus incluye una villa residencial para proporcionar viviendas de transición y de crisis a los neoyorquinos con enfermedades mentales.

Battaglia hace referencia a los desafíos de la construcción implicados en la construcción del nuevo campus entre edificios más antiguos.

“Reconstruimos enteramente un nuevo campus en la parte superior de un viejo campus, en barrios muy ajustados”, dijo.

Marcia Alkins del Centro Infantil de la ciudad de Nueva York en el Campus del Bronx dijo que los niños del centro nombraron cada unidad de tratamiento en el edificio nuevo: “Esperanza”, “Unidad”, “Sueño” y “Vida”.

“Estas palabras”, añadió, “nos guiarán mientras ayudamos a estos niños a encontrar el éxito que se merecen en su búsqueda de un futuro feliz y saludable”.
