They’re acting up. The city has announced an expansion of its ActionNYC program, which provides free legal help to immigrants, by opening legal screening centers at three NYC Health + Hospital sites. A dedicated space for legal services recently opened at Elmhurst Hospital in Queens, while additional centers will open by late May at Lincoln Hospital in the Bronx and Gouverneur Hospital in Lower Manhattan. The new sites, operated in partnership with New York Legal Assistance Group (NYLAG), are expected to help over 15,000 New Yorkers per year, said Mayor’s Office of Immigrant Affairs Commissioner Nisha Agarwal, who announced the ActionNYC expansion during a May 4 press conference at City Hall. Since 2016, ActionNYC has provided immigration and legal screenings to uninsured patients at long-term acute and post-acute settings at four NYC Health + Hospital sites. The program also helps connect immigrants with other social services, such as health insurance enrollment. The city has also awarded fellowships to 17 community-based organizations, to provide them with organizing and legal training designed to strengthen outreach. Fellowship recipients will receive technical assistance, program support and mentorship, funded by ActionNYC, which Agarwal said represented “one important step serving and supporting the whole person.” “Immigration needs, health needs and economic stability are often tied together,” said Agarwal. “It’s very important for the city to be supporting organizations helping to make that work happen.” “It’s a way to combat underlying issues that can be barrier to our patients achieving good health,” said Martha Adams Sullivan, Chief Executive Officer of NYC Health + Hospitals/Gouverneur. While Agarwal noted ActionNYC was more focused on immigration benefits than assisting immigrants with deportation issues, she said that individuals could still be referred for help with other immigration-related legal needs. At the new Health + Hospital sites, attorneys and navigators from NYLAG’s LegalHealth division will provide legal aid for patients and community members four days a week. Agarwal said that immigrants can make an appointment at these locations by calling 311 and saying “ActionNYC.” Randye Retkin, Director of NYLAG’s LegalHealth, said the program has so far been a success at the initial Health + Hospitals locations in Manhattan, Brooklyn and Staten Island. “Over the last year, we’ve already provided legal assistance within public hospital facilities to over 1,200 immigrants with chronic and serious healthcare needs,” she said. “Helping them obtain immigration status, acquire health insurance and receive medical care that they need.” Retkin explained that since the election of Donald Trump, her group has received a dramatic increase in the calls from healthcare providers concerned that their immigrant patients are reluctant to sign up for Medicaid or other programs, or receive care, for fear it may be used against them for deportation purposes. “What we are hearing from our providers is the expression of fear [from patients]” added Sullivan. “People call before the appointment and they don’t want to come — they need reassurance that it’s safe to come.” Retkin said the trusted relationship between healthcare provider and patient would play a critical role in getting immigrants connected with ActionNYC. “It might be about the healthcare professional overhearing that someone has been evicted, or hearing they had been victim of ‘notario’ fraud, and they can tell the patient, you can go down the hall and maybe speak to a lawyer.” For more information, go to goo.gl/ZcuxbR.
