Serrano was killed on January 31, 1992. He was shot in a building elevator while off-duty and en route to his mother’s apartment. He was only 29 years old. In honor of these two local heroes, we will also coordinate service events at both parks in 2016. It is, after all, the history of our home.

Recientemente tuve la oportunidad de evaluar los parques dentro de mi barrio. Sus nombres siempre me han interesado, ya que hablan de la historia de nuestro condado. Any opportunity to learn something new about the Bronx excites me.
I recently had the opportunity to assess the parks within my neighborhood. The names of parks have always interested me, as they speak of our borough’s history.
When I was growing up, the triangular sitting area near the Cross Bronx Expressway North and Olmstead Avenue was called “Olmstead Triangle”. The current signage reads “Chief Dennis L. Devlin Park”.
It turns out that Chief Devlin served in the Fire Department of New York (FDNY). He was born on July 1, 1950 and raised in the Bronx. He was the Captain of Engine Co. 75 in the South Bronx before becoming a Battalion Chief. He perished on September 11, 2001.
The park was renamed in October 2004 to honor his memory.
There is a large playground, just south of Chief Dennis Devlin Park, which locals refer to as “Laffy Park” because of its location on Lafayette Avenue – though its proper name throughout my childhood was “Castle Hill Playground”.
Today, it is known as “P.O. Serrano Playground,” after New York Police Officer Hilario Serrano.
Serrano, who graduated from the Police Academy in 1986, was assigned to the 43rd Precinct and was instrumental in establishing National Night Out in the Bronx. The annual event seeks to build community ties between local police departments and residents they serve.
In 1993, the park was renamed for him.
My son and his friends visit “Laffy Park” almost every week day to play handball. When I learned who Serrano was, I encouraged the young men to keep his memory alive by using the playground’s proper name, and by sharing Serrano’s story with others.

Nació el 1 de julio de 1950 y se crió en el Bronx. Él era el capitán de Engine Co. 75 en el sur del Bronx antes de convertirse en jefe de batallón. Murió el 11 de septiembre de 2001.
